CIC2022 Conference
On the occasion of the first anniversary of the establishment of CEDMO and under the auspices of the Czech Presidency of the Council of the EU, an international conference, which assessed in what ways Europe Tackles Information Chaos, took place in Prague between 22-23 September 2022. The conference welcomed multidisciplinary experts and stakeholders such as academics, think-tanks, EU officials, journalists, but also technology and legislative actors.
A plethora of topics related to the problem of information disorders were discussed, namely:
- the impact of disinformation on the society and regulation efforts within the EU framework
- efforts deployed in strengthening democracy in the context of declining citizens’ trust and increasing societal fragmentation
- the role played by foreing actors in disinformation campaigns
- the Russian war in Ukraine and its impact of dis/misinformation
- the current role of media, journalism and the growing importance of media literacy
- the relation between technology and disinformation
During the conference’s Grand Opening Věra Jourová, the Vice President of the European Commission, reiterated that “foreign information manipulation & disinformation is a threat that the EU takes very seriously. It corrodes trust in democracy and the international rules-based order. But democracies have to be very precise and measured in addressing it. We cannot turn to censorship.”
Furthermore, Alexander Stubb, Director of European University Institute Director (EUI) reminded us that “free speech comes with responsibility”. Those are just some of the important messages mentioned at the CEDMO International Conference.

Apart from fighting disinformation, the conference also focused on the principles of sustainability and circular economy. The aim was to minimize waste production and any negative impact on the environment in line with the newly created sustainability strategy of the capital city of the Czech Republic, Prague.

Grand Opening of the conference on EU action and regulation to counter disinformation.
This grand opening will address the main high-level issues of the conference with the participation of representatives from the EU, National Government, and City of Prague; experts from EDMO, national and regional hubs covering regions from Spain to the Baltics and Balkan countries; private tech company representatives, and a European multidisciplinary community of academic researchers, fact-checkers, media practitioners,
and other stakeholders.

What was the Purpose of the CEDMO International Conference #CIC2022?
• To tackle the growing disenchantment with democratic processes, and institutional distrust and discord in civil society across Europe.
• To gather a multidisciplinary community focused on fighting information disorders in Europe, and to arrange talks between the key partners representing the EU, public institutions, think tanks, civil society/ NGOs, academia, and the private sector.
• To enable dialogue regarding the positive and negative role of tech in the European democratic landscape; identify areas where regulation can ameliorate problems, and advise on ways in which tech companies’ own actions could improve democratic outcomes.
• To mark the first anniversary of EDMO regional hubs in action.
• To build community and EU-wide resilience while protecting information ecosystems, democracy, social cohesion and human rights.
• To promote this year’s Czech Presidency of the EU, and the concern and efforts of the Czech Republic to mitigate the harm done by disinformation, and to support the European Commission agenda regarding the defense of European democracy.
